Northern Beaches Council has been careful to distance itself from the launch. While council was notified, the current legal framework does not require the kind of formal council approval many residents might expect for a scheme using public space. That has left shared mobility operators working in a grey area where approvals are not yet required and many restrictions, operating standards and fleet-management expectations are effectively voluntary. That gap is expected to narrow under the Road Transport and Other Legislation Amendment (Micromobility Vehicles and Smartcards) Bill 2025 and associated regulations, which are planned for mid 2026.
